The fifth era Small scale Cooper has begun creation at the Little plant in Cowley, Oxford.
Dr Markus Grüneisl said the Scaled down line was "in the center" of a "change" yet that electric Minis would be made nearby from 2026.
BMW has promised to fabricate two new all-electric Smaller than usual models in Cowley.
The maker is burning through £600m on refreshing the Cowley plant for the changeover.
